HaRav Avraham Tabrikian mentions three potential mekoros for the issur of tzaar baalei chaim, one of which is in our parsha in the story of Bilam and his donkey, he points out a difficulty with this mekor, since we are allowed to use animals, and explains it with a beautiful pshat which has a lesson for all of us.
